Vacancy Notice: Expression of Interest for the role of a Construction Management Expert (Contractor)

Duration: Full-time for the duration of the BEST Operation (2026–2032), with an initial twelve (12)-month contract renewable annually subject to satisfactory performance and continued need.

Background

The Barbados Education Sector Transformation (BEST) Operation is a Program-for-Results (PforR) operation financed by the World Bank, complemented by a small Investment Project Financing (IPF) component. BEST supports significant reform of education infrastructure to achieve climate resilience, modern teaching and learning environments, inclusive education, and long-term system sustainability. Under the IPF component, the Programme finances technical assistance, institutional capacity strengthening, and advisory services to improve infrastructure planning, design, and delivery. This position is financed under the IPF component and responds directly to the Program Action Plan (PAP) action requiring the Ministry of Education Transformation (MEdT) to engage one construction management expert to facilitate the delivery of infrastructure-related results within three months of Programme effectiveness.

Role and Purpose

The Construction Management Expert is responsible for providing technical oversight and advisory support for education infrastructure planning, construction, rehabilitation, and maintenance under the BEST Operation. The role combines construction management and quality assurance functions with responsibility for leading the development of a forward-looking National School Infrastructure Strategy (NSIS) to guide education infrastructure investment, including beyond the life of the Project, and for supporting delivery of the infrastructure-related results under DLI 6.

The Expert will ensure that infrastructure interventions are delivered efficiently, safely, and in compliance with applicable technical, environmental, social, fiduciary, and climate resilience standards.

Required Qualifications and Experience

  • Degree in Civil Engineering, Construction Management, Architecture, or a related discipline (postgraduate qualification preferred);
  • Minimum seven (7) years of experience in construction management, infrastructure planning, or supervision of public sector works, including demonstrated experience with education, social, or public infrastructure projects;
  • Certified professional status (e.g., LEED AP or EDGE Expert) is strongly desirable;
  • Demonstrated experience integrating climate resilience and sustainability considerations (e.g., climate-resilient design, energy efficiency, and green building certification) into infrastructure projects;
  • Familiarity with World Bank or other development partner-funded projects is an asset.

Familiarity with urban resilience and climate policy frameworks is desirable
