Education Technical Management Unit

Objective

To support the achievement of the pedagogical objectives of the Ministry of Education, Technological and Vocational Training, through the provision of suitable and well-maintained infrastructure by ensuring the effective implementation and management of civil works projects, general maintenance services, and related projects and initiatives.

Staffing

The Human Resource organization of the Unit makes provision for a Director, two (2) Assistant Directors, and Administrative and Accounting Teams. Our staff also includes a Drafting Team to provide architectural support, and a Technical Section whose main responsibility is to facilitate minor repair works through the procurement of construction / maintenance services. There are three (3) Artisans (two (2) carpenters and one (1) plumber. The skillsets and experience of the team include financial and project management, drafting and engineering, building and maintenance, carpentry, and plumbing.

Private Sector Engagement

The ETMU procures most of its services from the private sector. These include engagement of General Contractors for repairs and new construction, or suppliers of plumbing, electrical, and cleaning. The Unit maintains a Register of Service Providers to facilitate the engagement.

Mandate

The Education Technical Management Unit (ETMU) has direct responsibility for the maintenance and preservation of public primary and nursery schools’ plants, as well as the provision of guidance and oversight for maintenance and other capital works projects for public secondary schools, as necessary. The Unit also coordinates and implements capital projects which fall under the ambit of the Ministry of Education, Technological and Vocational Training (METVT) and which are funded by Local, Regional and International Funding Agencies. The unit performs pertinent procurement and administrative services and maintains the accounting systems for relevant projects and programmes.

Services

The ETMU facilitates maintenance for sixty-nine (69) public primary schools, fifteen (15) public nursery schools and two (2) special schools to ensure a safe and comfortable environment for school users. The services include minor and major repairs to buildings, plumbing, electrical, painting, industrial cleaning, air conditioning, and environmental safety. Building assessment and monitoring of repair work is provided by Building Maintenance Supervisors and Clerks. The Unit also provided Technical Assistance to Public Secondary Schools to support implementation of infrastructural projects, and initial and annual assessments for private school facilities.

Inter-Agency Collaboration

The ETMU also collaborates with various government agencies to facilitate school maintenance and upgrades. These include:

  • Ministry of Housing, Lands and Rural Development
  • Ministry of Transport, Works and Water Resources
  • Ministry of Health
  • Town and Country Development Planning Office
  • National Conservation Commission
